Pioneers like Kelvin Onkundi (@NdemoKelvin) and Marion Kavengi (@Kavengi1) have created specialised GPT (Generative Pre-trained Transformer) models designed to answer any questions related to these critical policies.

Specialised Chat GPT for Finance Bill 2024
@NdemoKelvin recently announced the launch of a Finance Bill GPT, which offers detailed insights and explanations based on the report by the Departmental Committee on Finance and National Planning.
“If you want to further understand the finance bill and its implications, i have created the Finance Bill GPT, a GPT with upto date info on the finance bill, use it to understand the bill and ask any questions you may have” @NdemoKelvin announced on the X platform accompanied by the hashtag #RejecteFinancebill2024.
After the parliamentary committee in charge of the bill tabled their report and recommendation in parliament, @NdemoKelvin said,
“Reading 300 pages of a lot of work, I have updated the Finance Bill GPT once more with the report by the departmental committee on Finance and National Planning. It will give you answers to your queries plus any recommendations by the said committee.”
Specialised SHIF GPT
Similarly, @Kavengi1 has introduced SHIF GPT, an AI model that breaks down the policy framework and new tariffs for Kenyans in the SHIF.
As the registration for SHIF is set to begin on July 1, 2024 this tool aims to keep citizens well-informed and increase awareness on benefits Kenyans will get from the new scheme replacing NHIF.
“Following in the footsteps of @NdemoKelvin in the positive useof AI, I have also created a SHIF GPT which breaks down the policy framework and new tariffs in SHIF. Registration is set to begin on 1st July, so use it to stay informed,” @Kavengi1 also shared on X.
Are specialised GPTs reliable?
@Kavengi1 emphasised the transparency and reliability of the information provided by SHIF GPT, stating
“Another important question/clarification is ‘where is the GPT getting this information?’ Basically the training data. All the data is directly from the Ministry of Health website and all documents have been sourced directly from the same.”
How use of AI will affect policies in Kenya
The advent of these AI tools marks a significant shift in how Kenyans interact with policy information.
Speaking to TUKO.co.ke Newton Maina, a software developer based in Nairobi, said that Kenyans’ use of technology today has bridged the information gap between policymakers and members of the public.
“I tried reading the Finance Bill 2024 document, but I could not go past the third page. I know many of us Kenyans have relied largely on the media to understand the taxes and how they will affect us. This has been one of the reasons why we have not had much public participation in the past years.
I have used the Finance Bill GPT, and it’s great. The good thing is that you just have to keep asking as many questions as possible. After this I know the SHIF GPT is going to come in handy soon since SHIF registration is going to start in July. Now, social media is not just a place to post nice pictures. Look at how young Kenyans have mobilised and attended protests in Nairobi,” Maina told TUKO.co.ke.
